If the trailer were disconnected from the car, but first pull forward an inch to pull the actuator out, then it should free wheel forwards or backwards.

My guess is that it either hardens the rubber or leaves a residue build up.

Grease all of them generously and reassemble. Wait to adjust the latch up tight until it is on the ball. Then adjust it up tight and back off a quarter to a half turn.

If the brakes are activated before the tow vehicle is put in reverse, then once the tow vehicle is in reverse, the brakes stay activated and you will not be able to back up.

Surge brakes work when the trailer is pushed up against the tow vehicle, and a little cylinder pushes fluid out to the brakes. When you push the gas, or stop braking, the trailer is pulled back a little bit and the brakes release.

Back off the winch until the dock line takes the load, typically 2' or 3'. At this point the hook is still easily accessible from the winch stand. Uncoil the dock line and left boat roll off the trailer.
