To me the way Families look in San Andreas was closer to Crips, and the Ballas style was more like Bloods, but I think each gang is equally based on both of the IRL counterparts. At least I would do this on purpose if I was a GTA dev, considering that one of the gangs is shown as good (or at least less bad) guys in the game.
