You can stay in Ninongs hotel located in Legazpi City, ask for the volcano room side (very reasonable price)From the airport, there are vans available and we used the same van/ driver to guide us to various scenic spots in Albay. We were also able to experience ATV near the volcano( quite restricted last February because it was actively erupting). January could be nice since its a cooler month and as long as there is no typhoon.
