Our guide inside the parliament building was arranged as part of a river cruise excursion, so jot sure how you would book independently, other than going to the parliament and buying a ticket. All the guides inside the building only work there, so may be government employees, however our guide was subtly open with opinions of the excess which is what the building is in the end. Magnificent in size and finish, and cannot imagine any other situation where such a building could have been constructed.
