I am amending my answer, in that Palisade Falls is off the upper road past the reservoir and the reservoir is 19 miles from Bozeman, gaining a couple thousand feet. If you drive to the base of the canyon it is only 10.5 miles up the canyon. The best option is to ride a bicycle while the road is closed, which is what I will be doing. Getting to the upper road is just a drive around the reservoir and there is a parking lot. I meant you could walk to the falls from there, not from the base of Hyalite Canyon. Perhaps you can find an electric bike in Bozeman, but I haven't noticed any there before.

I would recommend leaving you boat lower in Hyalite Canyon, where there are a number of campgrounds. As a last resort, leave it at the Reservoir parking lot.
