No sure, There is a customer service desk at the entrance to the HOF in the Atrium, the staff there is extremely pleasant and helpful... Best to give them a call

Adults 18-61 are $15, Seniors, Military, Youth and Students with college ID $12, Children (9-11) $9, Children under 5 are free I don't remember seeing wheelchairs to rent.
