I have just been there diving and we saw turtles. Some snorkelers on the boat with us told us that had seen turtles from the snorkelling.. best to check with the dive centre directly.

Sea Turtle Snorkel Tours are conducted at the Julian Rocks Marine Reserve.Just a four-minute boat ride from Byron Bay Julian Rocks is considered to be one of Australia's premier snorkeling sites. Here you will swim with tropical marine creatures such as three different species of sea turtle. As well as the turtles you will also see tropical fish, rays, wobbegongs and many forms of soft and hard corals. The cost of snorkeling at Julian Rocks is AUD$65.00 and this includes the following: Boat ride Equipment (mask, snorkel, fins and wetsuit) Free lesson in our heated pool (if required) Snorkelling tours commence at 08.00am, 11.00am and 2.00pm daily. We have underwater digital camera hire (AUD$45.00) and adaptable (small and compact cameras only) waterproof camera pacs (AUD$19.00). It is best to book a week in advance.
